NYC PASSPort Vendor Enrollment
Administered by NYC Mayor's Office of Contract Services (MOCS)
Private consulting firm, not a government agency. We are not affiliated with any city, state or federal agency. You can apply directly with any agency yourself, and NYC and NYS M/WBE certification are free to apply for. We charge for our help, not for the certification. Official agency links are listed at the bottom of this page.
What this program is
PASSPort is the City of New York's procurement system, used from vendor enrollment all the way through payment. Vendor enrollment is a set of business questions and disclosures you file online. When it is complete, your status shows as "Filed."
What it unlocks
City agencies cannot start a contracting action with a vendor until that vendor is Filed in PASSPort. It is also the first step for most City prequalified lists, including HPD's and DDC's. You can respond to some solicitations with an active account alone, but you need a full filing before an award.

You may qualify if
- You plan to do business with any New York City agency
- You can provide your EIN, legal business name and formation date exactly as they appear on your formation documents
- Each principal owner and officer can complete their own disclosure questionnaire
- Any parent or controlling company can also file (it must reach Filed status too)
These are screening indicators only, not a guarantee of eligibility. Eligibility is determined solely by the certifying agency.
Documents you'll need to gather
Most delays come from missing paperwork, not the questions. Here's what to pull together, organized by where you'll find it.
Accounts to create first
- Payee Information Portal (PIP) account
- NYC.ID login (not the same as an IDNYC card); confirm the email within 24 hours
Business information
- Legal business name matching your Certificate of Incorporation
- EIN, corporate structure, date and state formed
- Annual gross revenue and business category
- Business address and NYC-area place of business
Disclosures
- Vendor Questionnaire, with attachments for any "Yes" answers
- Principal Questionnaire, completed personally by each principal owner and officer
- Parent or controlling entity information, if any
Documents to upload
- Certificate of Incorporation, Articles of Organization, Business Certificate or equivalent
Typical preparation flow
- 1Create your PIP account, then your NYC.ID.
- 2Request a PASSPort account. Whoever requests it becomes the Vendor Admin, so pick the right person.
- 3Once MOCS approves the account, complete the Basic Information, Contacts, Disclosures and Documentation tabs.
- 4Have each principal complete their own questionnaire. This is usually the slowest part.
- 5Clear any red alerts, e-sign and submit.
- 6Keep it current: file change requests when things change, review disclosures yearly and refile before the 3 years run out.
Where applications get held up
- A principal who has not finished their own questionnaire holds up the whole filing.
- A parent or controlling company that is still pending shows as "Pending Parent/Controlling Entity" and blocks your status.
- Names, EINs and dates that don't match your formation documents get account requests sent back.
PASSPort comes before almost everything else on the City side. If you plan to apply to an HPD, DDC or Parks prequalified list, get PASSPort done first.
