DBE: Disadvantaged Business Enterprise
Administered by NYS Unified Certification Program (MTA, NYSDOT, Port Authority, NFTA)
Private consulting firm, not a government agency. We are not affiliated with any city, state or federal agency. You can apply directly with any agency yourself, and NYC and NYS M/WBE certification are free to apply for. We charge for our help, not for the certification. Official agency links are listed at the bottom of this page.
What this program is
DBE is a federal U.S. DOT program for firms owned and controlled by socially and economically disadvantaged individuals, used on federally funded transportation work. In New York, certification runs through the NYS Unified Certification Program, whose partners are the MTA, NYSDOT, the Port Authority and NFTA. One certification is accepted by all of them.
What it unlocks
Counting toward DBE goals on federally funded transit, highway, airport and bridge work. Note that under the current rules, some agencies are still updating their goal-setting, so check each solicitation.
Key facts at a glance
- Big change
- Since October 3, 2025, disadvantage is no longer presumed by race or sex; each owner must prove it individually
- Personal net worth cap
- $2,047,000
- Gross receipts cap
- $31.84M (program-wide limit)
- Apply through
- NYS UCP portal (B2Gnow) or any UCP partner
You may qualify if
- Your business is at least 51% owned and controlled by individuals who can show they are socially and economically disadvantaged
- Each qualifying owner can document their individual disadvantage in a personal narrative
- Each qualifying owner's personal net worth is within the cap
- The business meets the size limits for its industry
These are screening indicators only, not a guarantee of eligibility. Eligibility is determined solely by the certifying agency.
Documents you'll need to gather
Most delays come from missing paperwork, not the questions. Here's what to pull together, organized by where you'll find it.
Application
- Uniform Certification Application
- Personal Narrative for each qualifying owner, describing their individual disadvantage
From your accountant and bank
- Current Personal Net Worth statement for each qualifying owner
- Backup for net worth: bank and investment statements, mortgages, property values
- Business tax returns and financial statements
From your attorney
- Formation and ownership documents, and any agreements with other firms
Typical preparation flow
- 1Read the October 2025 rule change carefully. Firms certified under the old presumption are being reevaluated.
- 2Draft the personal narrative early. It now carries most of the weight.
- 3Prepare the personal net worth statement with full backup.
- 4Apply through the NYS UCP portal or a partner agency.
- 5Meet every reevaluation and annual update deadline. Firms that miss them drop out of the directory.
Where applications get held up
- Copy written before October 2025 (including the old $1.32M net worth figure) is out of date.
- Missing a reevaluation date removes you from the public directory until you are recertified.
- A firm that is decertified waits 12 months to reapply.
If your target is MTA work specifically, also look at MTA EDGE, which is a separate small-business program with its own eligibility.
