New Jersey Public Works: DPMC, NJSDA and SBE/MBE/WBE

Administered by NJ Treasury (DPMC, DORES), NJ Schools Development Authority, NJ Dept. of Labor

Private consulting firm, not a government agency. We are not affiliated with any city, state or federal agency. You can apply directly with any agency yourself, and NYC and NYS M/WBE certification are free to apply for. We charge for our help, not for the certification. Official agency links are listed at the bottom of this page.

What this program is

New Jersey public work comes with its own stack of registrations: a Business Registration Certificate, NJ Department of Labor public works contractor registration, DPMC trade classification (with an aggregate rating), NJSDA prequalification for school work, and SBE/MBE/WBE certification if you qualify.

What it unlocks

Only firms holding a valid DPMC classification in a trade may bid that trade on a State public works project, and named subs in required trades need it too. NJSDA prequalification is needed to bid NJ school construction. SBE certification opens New Jersey's 25% small business set-aside.

Key facts at a glance

NJ DOL registration
$500 for 1 year; online only; allow 30 days
DPMC classification
$100 fee; renew every 24 months
NJSDA prequalification
No fee; expires with your DPMC classification
NJ SBE/MBE/WBE
$100 fee waived indefinitely; MBE/WBE 5-year recertification

Can I bid on New Jersey public work?

You may qualify if

  • You (or your subs) will bid or perform New Jersey public work
  • DPMC: a CPA-prepared financial statement no more than 12 months old (compiled caps your rating at $5M, reviewed at $15M, audited above that)
  • DPMC ratings above $200,000 need a surety affidavit
  • NJ MBE/WBE: at least 51% ownership plus control of management and daily operations

These are screening indicators only, not a guarantee of eligibility. Eligibility is determined solely by the certifying agency.

Documents you'll need to gather

Most delays come from missing paperwork, not the questions. Here's what to pull together, organized by where you'll find it.

In this order

  • NJ Business Registration Certificate (free)
  • NJ DOL Public Works Contractor Registration
  • DPMC-27 Request for Classification with financial statement and surety affidavit
  • NJSDA prequalification application (for school work)

NJ certification

  • SBE: no documents required
  • MBE/WBE: ownership and governing documents, ID and an affidavit for the first-year provisional certificate

Typical preparation flow

  1. 1Get your NJ Business Registration Certificate.
  2. 2Register as a public works contractor with NJ DOL (online, allow 30 days).
  3. 3File the DPMC-27 classification by mail with your financial statement and surety affidavit.
  4. 4For school work, email the NJSDA application with your DPMC notice.
  5. 5Apply for SBE/MBE/WBE through the NJ Portal. Firms certified by the Port Authority, WBENC or MSDC can fast-track.
  6. 6Calendar renewals: DOL yearly, DPMC every 24 months (renewal must be filed before expiration).

Where applications get held up

  • A DPMC renewal filed more than 3 months after expiration is treated as a new application.
  • Your classification must be valid on the bid due date.
  • Working without NJ DOL registration carries penalties.
