What this program is
The SBA 8(a) Business Development program is a nine-year federal program for small businesses that are at least 51% owned and controlled by individuals who are both socially and economically disadvantaged. It is administered by the U.S. Small Business Administration and is one of the most demanding federal certifications to hold.
What it unlocks
8(a) firms become eligible for federal sole-source contracts (up to program ceilings) and competitive set-asides reserved for 8(a) participants, along with business development support and mentoring.
You may qualify if
- Your business is at least 51% owned and controlled by one or more individuals who are socially and economically disadvantaged
- The qualifying owners meet the SBA's economic disadvantage thresholds
- The business is small under the SBA size standard for its primary industry
- The business generally has at least two years of operating history
- The qualifying owners show good character and the ability to perform
These are screening indicators only, not a guarantee of eligibility. Eligibility is determined solely by the certifying agency.
Documents you'll need to gather
Most delays come from missing paperwork, not the questions. Here's what to pull together, organized by where you'll find it.
From your accountant
- Business and personal federal tax returns
- Personal financial statement for each qualifying owner
- Business financial statements
From your attorney
- Formation and ownership documents, and any agreements affecting control
From your personal records
- Proof of U.S. citizenship
- Documentation of social and economic disadvantage
From your office files
- Owner resumes
- List of prior contracts and references
Typical preparation flow
- 1Confirm ownership and control and that each qualifying owner can document disadvantage.
- 2Check the SBA's economic thresholds before applying.
- 3Register in SAM.gov.
- 4Prepare tax returns, financial statements and the disadvantage narrative.
- 5Apply through the SBA and expect follow-up requests.
