NYC Agency Prequalification

HPD Prequalified Lists (ERP, DEMO, TIL/AEP)

Administered by NYC Department of Housing Preservation and Development (HPD)

Private consulting firm, not a government agency. We are not affiliated with any city, state or federal agency. You can apply directly with any agency yourself, and NYC and NYS M/WBE certification are free to apply for. We charge for our help, not for the certification. Official agency links are listed at the bottom of this page.

What this program is

HPD keeps three separate prequalified lists of contractors it can call on quickly: the Emergency Repair Program list (ERP), the Demolition Services list (DEMO) and the Tenant Interim Lease / Alternative Enforcement Program list (TIL/AEP). One consolidated application covers all three; you choose which lists to apply for.

What it unlocks

Work orders up to $100,000 (demolition can go higher). HPD says the program handles about 25,000 jobs a year. For each job it randomly picks at least eight contractors from the list to bid, and awards to the lowest responsive, responsible bidder. ERP covers Class C hazardous violations and similar emergencies; DEMO covers DOB emergency demolitions; TIL/AEP covers repairs in City-owned and distressed buildings.

Documents you'll need to gather

Most delays come from missing paperwork, not the questions. Here's what to pull together, organized by where you'll find it.

Application forms

  • Notarized application signed by an owner or officer
  • Tax Affirmation
  • Notarized Iran Divestment Act certification
  • Doing Business Data Form

From your accountant

  • Most recent annual financial statements (balance sheet and income statement)
  • IRS Letter 147C confirming your EIN

From your insurance broker

  • General Liability: $1M per occurrence and $2M aggregate, with the City as additional insured
  • Commercial Auto: $500,000 combined single limit
  • Workers' comp and disability on the State forms (ACORD forms are not accepted)
  • HPD's Certification by Insurance Broker or Agent form
  • EMR for the past 3 years

Licenses (by list)

  • Home Improvement Contractor license for General Construction (not needed for DEMO)
  • NYS DOL and NYC DEP asbestos certifications where required
  • NYS DOL mold license for mold work (ERP)
  • DEMO: DOB GC/Safety Registration with Demolition Endorsement, BIC license or registration, and a surety affidavit for at least $1,000,000 bonding

From your office files

  • Business Certificate or Certificate of Incorporation
  • References for each list
  • SAM.gov registration
  • DEMO: 3-year project list and 3-year litigation history

Typical preparation flow

  1. 1Finish PASSPort enrollment and SAM.gov registration first.
  2. 2Decide which lists (ERP, DEMO, TIL/AEP) and trades you are applying for.
  3. 3Line up 3 recent NYC references per list and confirm your EMR is 1.20 or lower.
  4. 4Get your broker to issue the exact insurance documents HPD asks for, on the right forms.
  5. 5Submit the original package to HPD's Contractor Compliance Unit. Confirm the room and drop-off method with them first.
  6. 6Prepare for the technical interview (General Construction), then attend the required online pre-award conference and the orientation.

Where applications get held up

  • Insurance submitted on ACORD forms instead of the required State forms.
  • References older than 12 months or from the same client.
  • Not responding to HPD solicitations once you're on a list counts as a no-bid.
  • HPD's documents list two different room numbers for drop-off; call the Contractor Compliance Unit to confirm.

TIL/AEP is limited to NYC-certified M/WBEs (or firms meeting HPD's alternatives). If you're in the middle of SBS certification, HPD accepts an M/WBE acknowledgement letter.
