NYC Agency Prequalification

DDC Prequalified Lists (Construction)

Administered by NYC Department of Design and Construction (DDC)

Private consulting firm, not a government agency. We are not affiliated with any city, state or federal agency. You can apply directly with any agency yourself, and NYC and NYS M/WBE certification are free to apply for. We charge for our help, not for the certification. Official agency links are listed at the bottom of this page.

What this program is

Most DDC construction is publicly bid, but for certain work types DDC first qualifies contractors through a Request for Qualifications and then invites only listed firms to bid. You apply in PASSPort.

What it unlocks

Invitations to bid on DDC work reserved for the list. Current lists include an M/WBE-only general construction list for projects up to $5M, general construction lists for medium ($5M to under $15M) and large (over $15M) projects, landmark buildings ($2M to $25M), specialty roofing, and emergency sewer and water main work.

You may qualify if

  • M/WBE General Construction list: NYC SBS-certified M/WBE (or qualifying joint venture); SBS acknowledgement letter accepted while certification is pending
  • M/WBE list: at least 3 general construction projects of up to $5M completed in the past 5 consecutive years, as prime or sub
  • Other lists: requirements set in each list's RFQ document inside PASSPort

These are screening indicators only, not a guarantee of eligibility. Eligibility is determined solely by the certifying agency.

Documents you'll need to gather

Most delays come from missing paperwork, not the questions. Here's what to pull together, organized by where you'll find it.

In the PASSPort questionnaire

  • RFQ affirmation
  • Applicant information: business location, organization type, officers, management and supervisory staff, quality assurance

From your office files

  • Project history matching the list's experience requirement
  • Anything else the specific RFQ asks for

Typical preparation flow

  1. 1Get PASSPort enrollment filed.
  2. 2Pick the list that fits your size and work type, and download its RFQ inside PASSPort.
  3. 3Match your project history to the RFQ's requirement before you start.
  4. 4Search the PQL ID in PASSPort, click Create New Application and complete the questionnaire.

If you're an NYC-certified M/WBE general contractor, the M/WBE list is one of the more direct paths to City capital work.
